Notice on China’s New Regulations for Used Vehicle Exports
Jan 08,2026
To the Commerce and Industry & Information Technology authorities of all provinces, autonomous regions, municipalities directly under the central government, cities separately listed in the state plan, and the Xinjiang Production and Construction Corps, as well as the Public Security Departments (Bureaus), the Guangdong Branch of the General Administration of Customs, and all directly subordinate customs offices:
In order to thoroughly implement the decisions and deployments of the CPC Central Committee and the State Council, further regulate competition order in the automotive industry, and promote the healthy and orderly development of China’s used vehicle exports, the Ministry of Commerce, the Ministry of Industry and Information Technology, the Ministry of Public Security, and the General Administration of Customs have decided to further strengthen the management of used vehicle exports. The relevant matters are hereby notified as follows:
I. Further Strengthening the Management of Used Vehicle Exports
(1) Strictly Control Exporting New Vehicles under the Name of Used Vehicles
Starting from January 1, 2026, for vehicles applying for export within 180 days (inclusive) of their registration date, local commerce authorities should guide domestic enterprises to submit an After-Sales Service Confirmation Letter issued by the vehicle manufacturer. The letter must include the export country, vehicle information, and details of after-sales service outlets, and must bear the manufacturer’s official seal. Vehicles unable to provide the above materials will not be granted an export license. For vehicles that completed transfer registration procedures before the implementation of this notice and are awaiting export, enterprises should be guided to fulfill contracts and export them in an orderly manner.
(2) Standardize the Application and Issuance of Export Licenses
Local commerce authorities should guide enterprises to accurately and completely fill in the export license application information. Vehicle brand, model, registration date, and transfer-registration-for-export date must be consistent with the Motor Vehicle Registration Certificate. Registration and transfer-for-export dates should be recorded in the appendix of the export license. Export licenses will not be issued for applications that fail to meet these requirements. The Ministry of Commerce will closely monitor the accuracy of export license filings and publicly report enterprises and issuing authorities that repeatedly violate the rules.
(3) Establish a Dynamic Enterprise Management and Exit Mechanism
Local commerce authorities must strengthen the local credit evaluation system for used vehicle exports. Referring to the Negative List of Dishonest Behaviors in Used Vehicle Exports (Attachment 1), they should conduct routine supervision and dynamic management of enterprises to regulate business conduct and maintain fair export competition. Enterprises found engaging in dishonest behavior should be promptly interviewed. Those with repeated dishonest acts, failure to provide maintenance technical support or spare parts in time, failure to fulfill quality assurance obligations, or whose legal representatives or affiliates establish new enterprises to conduct used vehicle exports, shall be required to develop and implement rectification measures for prior misconduct. When reviewing export license applications, authorities should consider the implementation of corrective actions when deciding whether to grant approval.
II. Further Strengthening Compliance Review
(4) Strict Conditions for Export License Applications for Modified Vehicles
Local commerce authorities should guide modified vehicle exporters to accurately fill in information such as chassis brand, modified vehicle brand, and vehicle model, and submit proof of modification authenticity (Attachment 2). Export licenses will not be issued for products that cannot prove modification authenticity, are not listed in the MIIT Announcement of Road Motor Vehicle Manufacturers and Products, or lack valid China Compulsory Certification (CCC). Authorities should inspect local modified vehicle manufacturers’ export activities and ensure production capacity matches export volumes, reporting relevant findings promptly to the Ministry of Commerce. The Ministry of Commerce, MIIT, and General Administration of Customs will closely monitor and share abnormal situations at all stages of modified vehicle exports, and will strengthen inspections and enforcement actions.
III. Continuously Promote the Healthy Development of Used Vehicle Exports
(5) Enhance Enterprises’ International Business Capabilities
Local commerce authorities should make full use of various trade promotion platforms to support enterprises in exploring diversified markets. Enterprises with the necessary conditions should be encouraged to establish public display and trading markets in key regions, expanding marketing, warehousing, and other integrated services. A comprehensive training system should be established to guide enterprises in conducting compliant business operations through policy briefings, experience sharing, and other means.
(6) Improve the Export Support System
Local commerce authorities should adopt a long-term perspective, guiding export enterprises to work with vehicle manufacturers and overseas importers to provide after-sales services, ensuring the supply of spare parts and technical support. Exchanges and cooperation between export enterprises and supporting supply chain entities, such as logistics providers, financial institutions, and third-party warranty organizations, should be promoted. Efforts should also be made to develop specialized trading markets for used vehicle exports, offering “one-stop” services including vehicle preparation, inspection, customs clearance, and logistics, thereby supporting the healthy and sustainable development of used vehicle exports.
